This quote is part of a much longer poem written by the English poet William Cowper (1731-1800). It explains how the world is filled with people who are impressed by those who are not very intelligent or who do not have much knowledge. The idea is that there are many people that you would never want to be associated with. The only reason these people do not belong to the same category as asses is because they were not born with the same kind of nature. They were just "ass-born."
